Micro Planning Organisation for Planning of Scientific Solid Waste Management in 32 Municipal Towns/Cities of West Bengal (Stage 1,2 and 3)

Objectives:

Part-I

a) To conduct area survey to assess local demography, number of household, quantum of waste generation, bulk waste generators in city at daily markets, commercial establishments, industrial parks, educational institutions, hostels, bus terminus, railway station, burning ghat, slums etc to prepare a city-specific plan,

b) To assess existing system run by ULB for collection, segregation and transportation with inventory of vehicles, utilities and human resources i.e existing manpower of conservancy staff (permanent & daily wages labours)

c) To propose efficient collection and transportation mechanism as per SWM rule 2016, either by the own consenancy Set up of the ULB or through a suitable agency considering future expansion with all details of vehicles, utilities, human resources i.e existing manpower of conservancy staff (permanent & daily wages labours) and frequency of garbage collection.

d) To locate suitable land for establishment of facilities including Transfer Station, Decentralized Processing Plant, Common Processing Plant, SLF and others as applicable.

e) To confirm the usability of such land following provisions of SWM Rule, Record of Right (ROR) for SWM lands in the name of municipal bodies and necessary clearance from WBPCB and other regulatory authorities.

f) To examine the existing dumping ground if earmarked within the city and suggest appropriate technology for reclamation of land with further use of that land.

g) To suggest viable business module for recycling waste keeping conformity with the best practices across the country and abroad.

h) To assess citizens' view on the issue and hold detailed citizen consultation in order to conceive an overall strategy that will define the concept, objective and implementation mechanism of waste management in city.

i) To suggest IEC activities to be undertaken for generating mass awareness.

j) To submit an Inception Report based on the feasibility study followed by Detailed Project Report for effective implementation of solid waste management in city.

Part - II

a) To impart handholding training for the stakeholders/motivators including councilors, officials, students, municipal health workers, SHG members, conservancy staff and rag pickers and to chalk out city level publicity planning keeping conformity with the State level documents.

b) To assist the ULB in implementing waste management system to be developed based on the DPR by way of monitoring and supervision at least for one year from the date of issue of work order.

c) To suggest for convergence with other government programme for effective planning of waste management.

d) To guide ULB in adopting certain policy reforms for effective implementation of the waste management, aware ULB about the relevant directives issued time to time from State government, Central government, different regulatory authorities, National Green Tribunal considering the local aspects of the city.

e) To suggest ULB in adopting specific monitoring mechanism for collection, transportation and disposal of waste through GPS.

f) To assist ULB in preparation of tender and contract document for procurement of related goods and services.

g) To assist ULB in bid process management in connection with establishment of different facilities upto award of contract.

h) To suggest ULB in developing certain citizen centric grievance redressal mechanism.

Solid Waste Management in Ward No. 80 of Kolkata Municipal Corporation

Objectives:

1. To understand the Current process and workflow of waste management - segregation at source, collection, storage, and disposal of waste.

2. To evaluate community needs regarding SWM along with workable alternative.

3. To evaluate waste generation and their composition across waste generators such as households, shopsr hotels, gardens, parks, schools, etc.

4. To understand the process of Recycling of high-value recyclable materials (such as newspapers, plastic bottles, glass, metal etc, through itinerant recyclable waste buyers)

Preparation of Final DPR for Municipal Solid Waste Management in Twelve Urban Local Bodies of West Bengal

Objectives:

The objective was toput in place a system for scientific waste management. The process was to start with preparation of a DPR for each Urban Local Body. SIGMA Foundation prepared DPRs of ten ULBs as per the work order

Micro Planning Organisation for Planning of Scientific Solid Waste Management in 32 Municipal Towns/Cities of West Bengal (Stage 4 – Capacity building and one year handholding support starting on date when the work starts in respective ULB)

Objectives:

SIGMA Foundation prepared micro-plan for collection of segregated solid waste, transportation and transportation of the waste. This required handholding of the ULBs for performing the following tasks:

• Assessment of extra requirement of manpower and vehicles for each ULB

• Trained the Nirmal Bandhu (waste collector) and Nirmal Sathis (supervisors)

• Conducted awareness campaign in the commuity/dooor to door visit for explaining the need and process of segregation of waste at the source

• Povided support in planning fr treatment of the collected waste

The objective was to assess the status of drinking water supply, waste water management, water conservation and to know the scope of rejuvination of water bodies within the ULBs. This was taken up for Cluster of ULBs. SIGMA Foundaiton did this study for 13 ULBs of Bankura, Purulia East and West Burdwan. This was done by collecting primary data from each Ward and collecting secondary dta from the ULB and field observations.
