Time and Work study for Panchayati Raj Functionaries in India (study for West Bengal and Himachal Pradesh)

Objectives:

a) Conduct a study on ""Time and Work Study of Gram Panchayats"" selected by NIRDPR from each of the States Of Himachal Pradesh and West Bengal

b) Collect data using the standardized data collection tools from 6-8 sampled Gram Panchayats from the States mentioned at ""a"" above. The data collection tools include: Schedule l: State Information Schedule, Schedule 2: Schedule on Gram Panchayat profile, Schedule 3: GP Functions Schedule, Schedule 4: Process Mapping of Gram Panchayat Functions, Schedule 5: GP Functionaries Schedule, Schedule 6; Time and Work Observation Worksheet, Schedule 7; Focus Group Discussion (FGD) GP Employees, (ii) FGD with elected representatives of the GP. (iii) FGD with NGOs and other institutions working with PRIs in the State. and (iv) 3 to 4 FGDs with citizens, one of them being a SHG.

3. Delivery of complete GPDP document of two models GP through demonstrating the GPDP process consistent with the State Government Guidelines.

Developing Capacity Towards Concurrent Monitoring and Supportive Handholding to Govt. of Maharashtra to sustain ODF Status of Rural Maharashtra with Identification of Bottlenecks and Developing Enabling Environment

Objectives:

1. Providing support to WSSD, GOM to monitor progress of SBM(G) with Special focus on use of toilets and change in sanitary behaviour as well as critically looking into the issues of ODF sustainability in 12 districts and 20 Census Towns of Maharashtra. Some of the important aspects concerning OOF sustainability and related co-factors like access to and maintenance of pubic toilet facilities, faecal sludge management, SLRM status, augmentation and retrofitting challenges. access to water for use toilet, access to safe drinking water, 0&M of piped water supply schemes, priority for WASH sector in local planning like GPDP, incidence of water botne diseases like diarrhoea, etc. will be covered in the survey.

2. Capturing all these data keeping ODF sustainability in mind will require appropriate cnange in the existing Android application which will be provided.

3. Making changes in the existing software of the website displaying progress and trends of SBM(G) for uploading the analysed data every week in place of the current provision of monthly uploading. The same will be achieved through this proposal.

4. Analysis or the IMIS data at the end of every quarter and share the findings through Fact Sheets far taking appropriate corrective measures,

5. To come out with occasional papers after 3/4 months identifying the bottlenecks and possible ways of overcoming problems.

6. To develop a new module in the website for displaying the indicators of ODF-S.

Strengthening Decentralized Participative Planning in Rajasthan

Objectives:

• Study and docurnent the existing function DPP (As Is study). This will include: (a) the present framework for DPP in Rajasthan; (b) the abilities of and practices and processes (including the planning tools) followed by the community/s for DPP and project management; (c) the Govemment organisational structures involved in DPP, their responsibilities and assessment of their effectiveness; (d) the reporting and monitoring mechanism; and (e) linkage of the District Plans with the State Budget

• Based on the study, identify the gaps constraining the effectiveness of DPP in terms of preparation, implementation and monitoring (GAP analysis).

• Suggest Roadmap (To Be) required consolidating the progress made thus far and to strengthen the gaps identified. This will include good practices and lessons leamed from other jurisdictions implementing DPP, different execution modalities, resource application and M&E of progress. Gol has decided to do away with the Plan and Non - Plan classification of expenditure from 2017-18 and follow the 'Scheme' & 'Other than Scheme' classification and further more Revenue & Capital classification system. The study will also analyse the effect of this change on the state decentralized planning methodology.

• Develop an upgraded/modemized State Decentralized Participatory Planning Framework, including the planning workflow by building upon the existing system.

• Hold dissemination workshops, in consultation with GOR, to obtain the views of the local self-govemments, state officials of departments dealing with DPP, public representatives and other stakeholders.

• Conduct pilots to establish and operationalize the suggested Framework and the planning workflow to produce a District Plan across one district and demonstrate the use of participatory tools such as GIS, Geo-ICT and use of Plan Plus/e-Panchayat software. District will be selected in consultation with GOR. The processes will include dernonstration of visioning exercises, mapping of activities and financial resources, preparation of micro plans, thematic consolidation and integration of plans, approvals and linkage with the state budget, and subsequent monitoring modalities.

Data Management Systems for Improved Governance

Objectives:

a. Operationalizing the GP monitoring system in one district

• To explore the possibility of electronic sharing of GP wise data from the existing MIS of different programmes implemented within the GP and if not, then ways to capture the data at the GP level after extracting the data from the MIS/ collecting the data from the service providers.

• To work out what data are to be captured locally for programmes/own activities of the GP taken up under GPDP and critical social sector services being delivered by the GPs, to feed the GP database as envisaged in the monitoring framework.

• To develop a GP database hosted in the GP computer keeping the connectivity issues in view and develop a roadmap for data to be uploaded in a state-level server to facilitate regular GP, block and district wise analysis and feedback proper supervision and guidance.

• To develop software to be installed in the GP offices to capture and compile data, aggregation of the block and district-wise data for appropriate analysis, ranking of GPs and guiding facilitation/interventions.

• To identify the capacity needs at all levels of governance in the use of the monitoring system and build the capacity of the GP level functionaries for effective monitoring.

b. Scoping study of databases (health, education and WCD) for assessing the feasibility of developing an integrated database for better social protection

• To take a stock of all the data which are collected in respect of Education, Health and Women and Child development through various programme MIS existing at the state level. To further delineate an optimal set of fields which could be useful for knowing the progress and coverage of schemes and programmes on the said fields for the GP and even individual level. Field analysis of databases linking to PRI level will be done in Kolhapur district.

• To identify the data structure and how the relevant data can be shared to populate an integrated data structure which will cover all the relevant dimensions of development in one platform for the state and down to panchayats.

• To understand the required data structure of the proposed unified database, which can be used for the analysis of status covering all the important aspects of development covering the fields mentioned before.

c. Rapid Assessment Survey in Maharashtra on Impact of Covid-19 on Households and Role of Gram Panchayats with reference to Access to Essential Services

• To assess the level of awareness of the relief measures that government has taken for tacking covid 19 pandemic

• Delivery of the relief measures as well as other services which are critical for the women and children

• Assess the role played by GPs to reduce the impact of the disease/imposed lockdown on the lives of people and their capacity for the same.
