Strategy for ODF Sustainability & ODF Plus Activities in West Bengal

Roy, Dr. Debasri Mukherjee, Sohini TarafdarThe approach of the strategy was to identify the specific objectives, assessment of the current status and the gaps, to check the legal framework and institutional arrangement, O&M of the facilities for continuous use and to also develop a sound M&E system to monitor the progress. Secondary data was reviewed to get a clear picture of ODF sustainability in India and West Bengal. Two districts and one GP from each district were visited to assess the real time prevalent issues of ODF (S) and ODF (Plus). This was followed by consultation meeting with the community, implementors and policy makers at state, district and GP level. There were in-depth discussions with the key officials like the Principal Secretary/ Secretary/Commissioners of the associated five key departments such as the Panchayat & RD, Health & FW, Public Health Engineering, School Education and Women and Child Development. The draft strategy was discussed in a State Level Workshop to take feedback before finalization of the same. The strategy will help the state government to plan for their ODF sustainability and ODF Plus activities in a very systematic manner and attaining the specific objectives in a time bound manner.
