Bottleneck Analysis of hand hygiene programming with a focus on technical and operational issues preventing scaling-up in rural areas of India
Objectives:Primary objective:
To assess the status of Hand Hygiene practices in rural India and undertake a bottleneck analysis in upscaling and provide recommendations to strengthen by creating an enabling environment through policies, strategies, and operational approaches of key stakeholders.
Specific objectives:
I. To analyse the enabling environment (policies and strategies, institutional arrangements, programmes, capacities), regarding Hand Hygiene programs and identify the critical bottlenecks gaps that exist in the universalisation of Hand Hygiene behaviour
II. To assess the knowledge, attitudes, and practices on hand washing with soap and water among rightsholders - communities, and key duty bearers and stakeholders - Government departments, frontline workers, and promoters. It will examine the current awareness generation initiatives and identify critical gaps. This will also identify the motivating factors and restraining factors for handwashing at the community level.
III. To assess the availability, adequacy, and functionality of recently set up hand washing infrastructure in households, institutions (GP building, school, Solid Waste Management centres) and public places through gender, child friendly and sustainability lens. Along with that, to also assess the availability of affordable hand hygiene products such as soap and water.
IV. To assess the issue, form the view of the large manufacturer as well as local fabricators, on whether they are aware of the requirements of the user and can provide suitable solutions. Assess the extent of technology easiness and innovations that are being made and are needed to be made in future to meet the demand and aspirations of communities.
V. To review the quantity, type, and quality of products available in the market, and identify the steps to be taken to ensure that there is increased availability of affordable, low maintenance and sustainable products in the markets.
VI. To examine the interventions needed to ensure that the production of handwashing infrastructure is promoted and more manufacturers and local fabricators are encouraged to enter in the space.
VII. To identify and document the best practices or case studies on Hand Hygiene behaviours in different settings, covering both infrastructure creation and O&M arrangements.
