PHED has handed over several PWSSs to the GPs and many more schemes are in the process of being handed over to the GPs. The system of handing over and management of the handed over PWSSs by the GPs was reviewed by the PHED and it has been observed that there is need for (i) streamlining the process of handing over of the PWSSs to the GPs, (ii) building capacity of the GPs and putting in place a system of good management practices for efficient functioning of the handed over schemes, (iii) financial management of the schemes and (iv) monitoring of the schemes and providing technical support to the GPs for efficient management of drinking water supply in a holistic way. This guideline prescribes the processes to be followed in handing over the PWSSs in future and to put in place a sound system of Operation and Maintenance (O&M) of the PWSSs as well as improving delivery of services to the people in terms of providing water supply to the rural dwellers.
