Dated 26th October 2026
Jal Seva Charitable Foundation (JSCF), an associate member of WaterAid International, has created water, sanitation and hygiene (WASH) infrastructure across several districts of West Bengal and Odisha. To assess the value of these assets and compare it with the contracted values specified in work orders issued to different vendors, JSCF engaged SIGMA Foundation to undertake an independent valuation of the infrastructure.
The assignment covered infrastructure in Bankura, Hooghly and Purba Bardhaman districts of West Bengal, and Bhadrak and Nuapada districts of Odisha. With a tight timeline of just two weeks, the assignment required coordinated fieldwork, technical assessment and valuation by a registered valuer. SIGMA Foundation associated a registered valuer with the assessment, who visited the sites alongside the Foundation’s engineers and surveyors.
The infrastructure covered under the assignment included household piped water supply schemes with overhead tanks, ECO STPs for wastewater recycling, retrofitting of household toilets, toilets suitable for persons with disabilities, water supply systems in institutions, groundwater recharge structures and rainwater harvesting structures.

A total of 40 works were assessed, comprising 31 in West Bengal and nine in Odisha. Between 6 and 14 October 2026, the SIGMA Foundation team visited all the sites to examine the assets and verify the available project documentation.
The assessment involved reviewing work orders, estimates and Bills of Quantities (BOQs), designs, bills, payment records and handover documents. During site visits, the team checked visible dimensions, capacities, quantities, specifications, completion status and functionality against the available project records. GPS-tagged field observations and photographs were captured using a digital data collection template developed on KoboCollect. Item-wise valuation was carried out using rates applicable during the construction period. For underground or concealed components that could not be measured directly, the assessment relied on available documentation.
SIGMA Foundation has undertaken infrastructure assessments focusing on design compliance, functionality and related technical aspects on several occasions. However, this assignment marked the organisation’s first engagement in infrastructure valuation, adding a new dimension to its technical assessment capabilities.
SIGMA Foundation is pleased to have completed the assignment within the stipulated timeframe and submitted the valuation report to JSCF.
